This is a logic test pen. You can measure the level without using a multimeter. It is convenient and quick.
Features:

4>. Three states show: high, low, high resistance (disconnect)
High and low level (VCC=5V):
Red light (high level) - more than 2.4V
Green light (low level) - 0.6V
Blue light - 0.6-2.4V or disconnect
